The Cerebral Palsied Association of the Philippines, Inc. (CPAP) was founded through the vision and determination of Rodrigo “Peewee” Kapunan, a person with cerebral palsy (spastic quadriplegia), together with a group of pioneering advocates. With a shared commitment to empower persons with cerebral palsy and to amplify their voices, CPAP was formally registered as a non-stock, non-profit organization with the Securities and Exchange Commission on September 22, 1993.

The association was established by fifteen (15) founding members — all adults with cerebral palsy — united by the belief that persons with disabilities can organize, lead, and contribute meaningfully to society. Since then, CPAP has grown into a strong national organization dedicated to promoting rights, raising awareness, fostering inclusion, and building partnerships for the welfare of persons with cerebral palsy across the Philippines.

The Cerebral Palsied Association of the Philippines (CPAP) Inc. is committed to championing the rights and dignity of persons with cerebral palsy, deepening public understanding of their needs and potential, and fostering empathy and action through awareness. We strive to strengthen partnerships with government, non-government, and disability-focused institutions to deliver meaningful programs and services, while highlighting the contributions of persons with cerebral palsy to national development.
Guided by our mission, we work tirelessly to ensure their active participation in building a truly inclusive, barrier-free, and compassionate society.
